Verbesserung für meine ip-to-country Prozedur

Kann sich einer der Mathe Asse mal den Code anschauen, mit Sicherheit kann man den optimieren? Da ich keinen extra Thread aufmachen möchte verweise ich mal auf mein Posting im ANSI Forum hier:
