is missing kernel32-dll

Hello there,
Since a few days i am getting a error message stating is missing kernel32-dll while opening an application, I did the download of kernel32-dll using the given link but can someone help me how to install it, It will be of great help,

Assuming you're not trolling or advertising a fake kernel32.dll virus:
Kernel32.dll is a windows core library which is mandatory for operating windows. If it's missing windows won't run at all.

I assume that he is just trolling or wants to spread a new virus variant. But ... I have not checked the provided link. But the "short-ask" question and the few and inaccurate information suggest the former.
